PublicaciónNueva orientación de las finanzas públicas(Consejo Nacional de Ciencia, Tecnología e Innovación – Concytec, 1990)Este ensayo aborda una crítica a las teorías político-sociológicas de las finanzas públicas, a las que el autor considera insuficientes para el desarrollo humano. Propone una nueva orientación para las finanzas públicas, argumentando que la actividad financiera del Estado no debe basarse en el arbitrio de los representantes, los gustos de las mayorías, o simplemente en las leyes económicas. En cambio, sostiene que debe fundamentarse en una teoría científica que considere la naturaleza completa del ser humano (material, inmaterial, existencial e historicista) y la capacidad de la sociedad para ser orientada. El autor dedica el estudio a la teoría que da una nueva dirección a la actividad de las finanzas públicas y examina los diversos puntos de partida de las teorías financieras, clasificándolas según su forma y contenido. El ensayo explora el fenómeno financiero, sus elementos, el objeto de la actividad financiera, y la interacción entre las finanzas públicas y la economía, concluyendo que la ciencia de las finanzas debe ir más allá de la observación de hechos para establecer principios basados en datos científicos y filosóficos que busquen la armonía y el desarrollo del ser humano.

Rivas Butrón, con el propósito de proporcionar a estudiantes y profesionales de la salud un compendio práctico de temas médicos relevantes para la odontología. La obra aborda conceptos fundamentales de semiología y patología, incluyendo funciones vitales como la presión arterial, el pulso, la respiración y la temperatura corporal. Además, trata en detalle temas como la inflamación, el dolor (con un enfoque especial en la neuralgia del trigémino), el shock y las quemaduras. El contenido también incluye nociones de anatomía funcional de los aparatos cardiovascular, digestivo y respiratorio, así como una revisión de afecciones hepáticas como las ictericias. El autor busca dotar al odontoestomatólogo de los conocimientos médicos esenciales para un desempeño profesional más completo y una mejor atención al paciente.

PublicaciónChanges in the Oral Health-Related Quality of Life in Infants With Cleft Lip and/or Palate Before and After Surgical Treatment(Sage Publications INC, 2021)Objective: To assess oral health-related quality of life (OHRQoL) changes before and after the primary surgical treatment in infants with cleft lip and/or palate (CL/P). Design: Quasi-experimental study. Methods: A total of 106 infants with CL/P younger than 2 years undergoing primary surgical treatment in the Plastic Surgery Service of the Instituto Nacional de Salud del Nino in Peru. The parent/caregiver answered a questionnaire about OHRQoL named the Peruvian version of the Early Childhood Oral Health Impact Scale (P-ECOHIS) in the pretreatment (baseline) and follow-up post-treatment. The total score of P-ECOHIS and their 2 sections (child impact and family impact) in the baseline and each follow-up period post-treatment scores were assessed. As well as, the type of the CL/P on OHRQoL, standardized effect sizes (ES) based on mean total change scores (difference between baseline and 12th month) were analyzed. Results: Improvements in infant's OHRQoL after treatment were reflected in each follow-up period P-ECOHIS score compared to the baseline score. The total P-ECOHIS scores decreased significantly from 28.07 (baseline) to 7.7 (12th month; P < .0001), as did the individual domain scores (P < .0001). There were significant differences in the baseline and follow-up post-treatment scores of infants who reported improvement of the OHRQoL (P < .0001). The ES was large (3.79). The cleft lip had an improvement in the OHRQoL at 12th month post-treatment (P < .0001). Conclusions: Primary surgical post-treatment resulted in significant improvement of the infant's OHRQoL with CL/P.

PublicaciónTowards a sustainable bioclimatic approach for the Peruvian high Andean rural area: Evaluation of the thermal contribution of a greenhouse attached to a dwelling(International Solar Energy Society, 2020)This study includes the evaluation and validation of two experimental housing modules built in Imata, Arequipa, Peru, at 4500 meters above sea level (masl) and with a very cold climate. The modules are similar, differing only in that one of them has a greenhouse attached to the north wall. The design and materials used in the module envelopes are similar to what is mostly used locally. For the simulation work and the validation of the energetic behavior, both modules were equipped for the acquisition of the temperatures in the interior, and for the simulation, the EnergyPlus software was used. The exchange of air between the module with the greenhouse and its greenhouse was controlled by means of opening and closing the door and window that connected them, using different configurations. When the door and the window are open during daytime, the temperature inside the module can increase 5.7 °C with respect to the module without the greenhouse, and in relation to the external temperature, up to 12.1 °C during the day and up to 16 °C during the night. The data obtained with simulation are in excellent agreement with the data measured inside the two modules for all the proposed configurations. These results strengthen the proposal to use attached greenhouses to obtain sustainable heating for rural high Andean homes which, for the most part, do not have any heating. © 2019. The Authors. PublicaciónFabrication and characterization of copper (II) oxide/iron (III) oxide thin film heterostructures for trace arsenic (III) removal in water(Elsevier B.V., 2021)In this study, nano-heterostructures based on copper (II) oxide/iron (III) oxide (CuO/α-Fe2O3) thin films were fabricated by a dip-coating technique using aqueous solutions. The heterostructures were deposited on fluorine-doped tin oxide glass substrates varying the CuO film thickness. From a detailed characterization using Fourier transform-infrared and X-ray diffraction the formation of CuO (tenorite)/α-Fe2O3 (hematite) was demonstrated. Atomic force microscopy provided valuable information on the growth of α-Fe2O3 crystals in the heterostructure with a conical-shaped surface. Meanwhile, the field emission scanning electron microscopy cross-section images confirm the formation of well-defined CuO layers under the α-Fe2O3 layers. The optical band gap energies for the heterostructures obtained were estimated from the diffuse reflectance spectra and ranged from 1.41 to 1.51 eV. Photoluminescence analysis revealed an improved separation and faster transfer of photogenerated electrons and holes for the heterostructures. The removal arsenic from an aqueous solution was achieved through the direct adsorption for As(III) and visible light oxidation to As(V). An enhancement of removal efficiency of As(III) for the heterostructures fabricated compared to pristine oxides was obtained. © 2020
