Modelo de gestión por competencias en función al perfil de exigencias del puesto en el manejo administrativo de dirección de los responsables de servicio, programas y estrategias en el sector salud: caso red de Salud Arequipa Caylloma – Urbano, 2017

Abstracto
The objective of the study was to propose the Implementation of a Management Model by competencies and the Job Requirements Profile of the Responsible for Service, Programs and Strategies of the Arequipa Caylloma - Urbano Health Network, 2017, those responsible for 19 Micro Health Networks, where 270 workers were considered as responsible and service pairs, strategies and programs. The instruments used were: the Questionnaire to measure the level of management by competences, as well as to elaborate the Job Requirements Profile of the Service, Programs and Strategies Managers, and the Peer Questionnaire, to measure their level of perception, about the level of management by competencies held by the Service Managers, Programs and Strategies of the Micro Health Network Arequipa Caylloma - Urbano. It is a type of basic research, not experimental causal relational level of explanatory pilot nature, which will allow to specify and consolidate a technical and valuable instrument as a fundamental basis. To carry out the confirmatory analysis of the instruments, the Expert Judgment was applied, three of them international and 5 national specialists in the subject of competences and administration, obtaining a strong validity, likewise the statistical validation was carried out, through the V of Aiken of Merino and Livia (2009), based on the observed variables, the multilayer perceptron (neural networks) was used. In the results it was possible to simplify and confirm the reliability of the internal consistency through the Cronbach's Alpha Coefficient, obtaining reliability coefficients close to the criterion of 0.70 (Brown, 1980), a Management by Competencies model was elaborated according to the Profile of Position requirements of the 32 responsible, corresponding to Services, National Health Strategies and Programs, arriving to conclude that the competences that they currently possess, are not in relation to the profile of job demands of those responsible according to their own perception and the of the pairs.
